Der Unabhängigkeitspark Seodaemun wurde an der Stätte des ehemaligen Gefangenenlagers errichtet, in dem vor der Befreiung von der japanischen Besatzung unzählige koreanische Unabhängigkeitskämpfer gefangen gehalten wurden. Auch während der politischen Unruhen in den 1960er Jahren waren hier politische Gefangene eingesperrt, und nachdem das Gefängnis im November 1987 nach Uiwang-si, Gyeonggi-do verlegt worden war, wurde die Gegend dann in Gedenken an die Märtyrer in einen Gedenkpark umgewandelt. Innerhalb des Parks gibt es unter anderem noch einige Gefängnisgebäude, einen Hinrichtungsplatz, das Tor Dongnimmun und das Denkmal der Unabhängigkeitsbewegung vom 1. März, das vom Tapgol-Park hierher gebracht wurde.
