Le centre d’entraînement de sécurité des citoyens de Séoul a été fondé dans le but de prévenir des tragédies et de sauver la vie des jeunes et des enfants. A cause des accidents dûs aux incendies comme le « Sirent » en 1999 qui s’est produit dans la ville de Hwasong à Gyungi-do ou un autre incendie dans le bar de Enhyon-dong dans la ville de Inchon Gwangyuok, où des enfants ont perdu la vie, il était urgent de créer un centre d’ entraînement de lutte contre les catastrophes pour les citoyens. Le centre d’entraînement de sécurité des citoyens de Séoul a été créé pour enseigner aux personnes comment rester en vie durant une catastrophe.

Le centre d’entraînement de sécurité des citoyens de Séoul est un bâtiment à trois étages de plus de 5000 m². Le sous-sol inclus un petit théâtre. Le premier étage est mis en place pour les entraînements en cas de catastrophes naturelles et est composé d’un hall d’accueil, une salle de simulation de tempête, une salle de simulation de tremblements de terre, des salles de test sur ordinateur pour évaluer la connaissance sur la sécurité en cas d’incendie entre autres. Le second étage est le lieu d’ entraînement avec simulations de catastrophes. Il est composé d’une salle d’entraînement pour échapper à la fumée, une salle pour s’entraîner à utiliser un extincteur, une salle pour les formations aux premiers secours et une salle pour s’entraîner à appeler le 119 (le numéro des urgences en Corée). Le troisième étage est utilisé pour les entraînements de sauvetage aux personnes et est composé d’une salle de formation au sauvetage, une salle de projection, des entraînements pour les professionnels et des vidéos donnant l’exemple de cinq grandes catastrophes que Séoul a connu. Au total il y a près de 20 coins de formation mis en place, donc les citoyens peuvent vivre une simulation de catastrophe par eux-même et facilement apprendre et de manière intéressante comment réagir en cas de catastrophe.
