El Consulado Ruso fue construido con un estilo renacentista en 1890, por el arquitecto ruso A.J. Scredin Sabatine. En 1895, durante la dinastía Joseon, el incidente Eulmisabyeon tuvo lugar con motivo de la muestra de fuerza de los japoneses. La emperatriz Myeongseong-hwanghu ejercía el poder en la época en que Japón, China, Rusia y otras potencias se disputaban la influencia en la región. El ministro japonés Miura Goro la vio como posible amenaza y ordenó su asesinato.
