Der World Cup Park wurde zum Andenken an die 17. Fußballweltmeisterschaften 2002 angelegt und am 1. Mai 2002 eröffnet. Damit wurde ein Strich unter sein ehemaliges Dasein als Mülldeponie gezogen, auf der einst 92 Millionen Tonnen Müll lagerten. Es dauerte sechs Jahre, um den Müll auf umweltfreundliche Art zu entsorgen und ein weiteres Jahr, um den eigentlichen Park entstehen zu lassen. Der Park befindet sich in der Nähe des WM-Stadions von Seoul und setzt sich aus mehreren kleinen Parks zusammen, wie zum Beispiel aus dem Pyeonghwa-Park, dem Haneul-Park und dem Noeul-Park. Der Park umfasst ein Gelände von 3.465.000 m² und ist auch bei Inlineskatern beliebt.
